Guetteurs de l’ombre : Les sentinelles invisibles des réseaux terroristes

Ils ne portent ni armes ni uniformes. On ne parle jamais d’eux officiellement. Pourtant, ils jouent un rôle clé dans l’architecture souterraine des réseaux terroristes. Ce sont les guetteurs, ces silhouettes discrètes placées à des endroits stratégiques, chargées de surveiller, signaler et alerter.

En Haïti, ces guetteurs communément appelés “toutè” en créole jouent un rôle déterminant dans la montée en puissance des groupes armés, particulièrement dans la région métropolitaine de Port-au-Prince, mais aussi dans plusieurs villes de province. Leur présence offre un avantage tactique décisif aux assaillants : prévenir toute intervention des forces de l’ordre et faciliter le déploiement d’opérations violentes.

Leur mission est claire : protéger les membres du groupe, repérer les patrouilles policières, signaler les mouvements suspects, voire surveiller les cibles à abattre. Ces agents de l’ombre opèrent dans un silence absolu, usant de gestes codés, de regards furtifs ou de moyens de communication anonymes. Leur force repose sur leur invisibilité. Aux yeux du grand public, ils n’existent pas. Pourtant, ils constituent la première ligne du renseignement informel au service d’une violence organisée, qui sème la terreur parmi des citoyens dont le seul tort est d’aspirer à une vie paisible.

Dans les quartiers sensibles, les toutè se mêlent à la foule. Ce sont souvent des adolescents ou des jeunes adultes, parfois sans passé criminel. Ils sont choisis pour leur connaissance du terrain, leur loyauté ou simplement contre quelques billets. Leur apparence ordinaire les rend difficiles à repérer.

D’après des experts en sécurité, ce rôle est devenu plus sérieux avec le temps, comme pour les guetteurs des trafiquants de drogue. Certains guetteurs bénéficieraient aujourd’hui d’une formation spécifique : techniques de surveillance, analyse des schémas d’intervention policière, maniement de drones. Ces informations sont corroborées par les témoignages de déplacés internes, recueillis dans des abris de fortune par des organismes humanitaires.

Des zones comme Solino, Bas-Delmas, Carrefour-Feuilles ou Bel-Air figurent parmi les quartiers tombés sous la coupe de groupes armés, souvent composés de jeunes issus de ces mêmes communautés. « Les toutè sont partout », confie un déplacé, amer face à ce qu’il considère comme une trahison de l’intérieur. Beaucoup s’interrogent : pourquoi ces quartiers ont-ils été abandonnés ?

Un rapport de l’Organisation internationale pour les migrations (OIM), publié en mars 2025, indique que plus de 362 000 personnes ont fui à cause de la violence des groupes armés. Ces attaques sont souvent préparées par les guetteurs, qui surveillent les lieux en secret.

Identifier ces espions de rue représente un véritable casse-tête pour les forces de sécurité. Ils laissent peu de traces, changent souvent de vêtements, d’itinéraires, de rôles. Leur arrestation n’intervient généralement qu’après de longues opérations d’infiltration ou lorsqu’ils sont pris en flagrant délit. Dans certains cas, la population, en colère, décide de se faire justice elle-même : lynchages, exécutions rapides, corps brûlés. C’est ce qu’on appelle “Bwa Kale”, une justice violente et rapide.

Alors que la violence en Haïti se territorialise et se réorganise, les guetteurs apparaissent comme l’un des piliers les plus insidieux de cette architecture criminelle et terroriste. Invisibles, insaisissables, ils sont les yeux et les oreilles d’une violence qui touche bien au-delà des quartiers qu’ils surveillent. Et leur élimination, aussi brutale soit-elle, ne semble pas freiner leur prolifération.
