Face aux gangs, l’ONU transforme la MMSS en force de répression

Le Conseil de sécurité de l’ONU a approuvé la transformation de la mission multinationale en Haïti en une Force de Lutte contre les Gangs. Plus nombreuse et offensive, cette nouvelle mission d’une durée de douze (12) mois aura pour but de neutraliser les groupes armés.

Le Conseil de sécurité des Nations Unies a franchi un nouveau cap ce mardi 30 septembre 2025 en adoptant une résolution qui transforme la mission multinationale de soutien à la sécurité en Haïti, dirigée par le Kenya, en une Force de Lutte contre les Gangs.

Selon la résolution, cette mission aura un mandat initial de douze (12) mois. Elle sera composée d’un effectif maximal de 5 550 personnes, dont 5 500 militaires et policiers et 50 civils. La nouvelle mission est explicitement définie comme une force de répression et de neutralisation des gangs armés, considérés comme la principale menace à la stabilité du pays.

La décision a été adoptée par 12 voix pour et 3 abstentions. La Russie et la Chine, toutes deux membres permanents dotés du droit de veto, ont choisi de ne pas s’opposer au texte, mais se sont abstenues, exprimant leurs réserves sur l’efficacité et la légitimité de cette nouvelle mission. Le Pakistan s’est également abstenu.

Si la structure et l’effectif de la nouvelle force sont désormais fixés, plusieurs points restent flous. Notamment le coût exact de l’opération et les modalités de son financement logistique. Comme la mission précédente, la nouvelle force dépendra des contributions volontaires des États membres, un facteur qui soulève des inquiétudes quant à la pérennité et à l’efficacité de ses opérations sur le terrain.

En transformant la mission de soutien en une véritable force de répression, l’ONU entend apporter une réponse plus musclée et directe à une insécurité qui menace autant la population civile que la stabilité institutionnelle du pays. Cette nouvelle dynamique sera-t-elle en mesure de briser le cycle de violence ou si, à l’inverse, elle risque de renforcer les tensions dans un pays où les interventions internationales sont toujours critiquées ?
