Rapatriement des migrants : Petro impose ses règles à Washington et gagne une partie

Contrairement aux affirmations de la Maison-Blanche, les 91 Colombiens expulsés des États-Unis le mardi 28 janvier sont arrivés sans menottes, à bord d’un avion de la présidence colombienne. Un signal fort envoyé par Gustavo Petro, qui refuse que ses compatriotes soient traités comme des criminels.

Rappelons que dans un communiqué officiel, la Maison-Blanche avait affirmé que Gustavo Petro avait accepté toutes les conditions imposées par Donald Trump concernant le rapatriement des migrants colombiens. Pourtant, l’arrivée de ces derniers en Colombie prouve le contraire. Plutôt qu’un transfert sous haute surveillance, comme le voulait Washington, ils ont été accueillis dignement, sans contraintes humiliantes.

« Nous ne traiterons pas nos compatriotes comme des délinquants simplement parce qu’ils ont cherché une vie meilleure ailleurs », a déclaré Petro en accueillant les rapatriés. Une déclaration qui contraste avec la politique américaine d’expulsions de masse, souvent menée sans concertation avec les pays concernés.

Par ailleurs, si la Colombie a pris des mesures concrètes pour accueillir ses citoyens déportés, il n’en est pas de même pour d’autres pays de l’Amérique latine. Tous les gouvernements concernés ont déjà mis en place des dispositifs d’accueil, à l’exception notable d’Haïti.

Jusqu’à ce mardi, le gouvernement haïtien n’a annoncé aucun plan pour gérer le retour des Haïtiens expulsés des États-Unis. Une absence de réaction qui démontre à nouveau l’incapacité du CPT à anticiper et gérer des crises majeures. Pendant que la Colombie fait preuve de souveraineté en imposant ses conditions à Washington, Haïti semble toujours à la traîne, incapable de défendre ses citoyens sur la scène internationale.

En orchestrant un rapatriement digne de ses migrants, Gustavo Petro envoie un message clair : la Colombie ne se pliera pas aux exigences américaines si elles vont à l’encontre du respect de ses citoyens. Une posture qui se démarque de la soumission de certains gouvernements face à la politique migratoire agressive de Donald Trump.
